Iraq Field Manager (Based in Erbil)

PAX, based in Utrecht, the Netherlands, is the leading Dutch peace-building & conflict-transformation NGO. We work for peace, reconciliation and justice in various conflict regions in the world, such as Sudan, the African Great Lakes region, Colombia, the Western Balkans and the Middle East. Our strategies are based on a twin-track approach, in close cooperation with our local partners: on the one hand we promote and facilitate civil-society driven dialogue and peace-building initiatives and on the other we seek to maximize an enabling environment for these through public campaigning and political lobby. PAX is active in Iraq since 2001 and has built specific expertise working on increasing social cohesion as well as creating positive interaction between local communities, civil society and government, with a focus on the role of minorities, youth and women in peacebuilding.

For our Iraq Programme, PAX is looking to recruit a:

Iraq Field Manager (1,0 fte)
(Based in Erbil)

PAX is looking for an experienced manager, fluent in English (Arabic or Kurdish is an advantage) and with a deep understanding of conflict analysis, social cohesion, community based security, local governance, justice and peacebuilding. The ideal candidate has a civil society network in the region, preferably in Iraq and is able to take up a leadership role within a geographically spread out team. This position requires the capacity to operate successfully in complex processes and a constantly evolving conflict context by strategically linking the various program and advocacy activities of PAX and partners in Iraq. The Field Manager works within a team of colleagues based in Erbil, Dohuk, and Utrecht. (S)he will be supervising the colleagues in Iraq and will be line-managed by the Programme Manager Iraq in Utrecht.

Tasks and responsibilities

  • Coordination and representation of PAX;
  • Contribution to PAX strategy and policy development on Iraq;
  • Programme management, monitoring and reporting support on several peacebuilding programmes;
  • Contribution to programme development and fundraising, including development of new partnerships with local and international actors;
  • Lobby & Advocacy;
  • Focal point for PAX security strategy in Iraq.


  • Academic degree, preferably in a relevant field such as conflict studies, international relations, politics, law or sociology;
  • Deep understanding of the Iraqi political landscape and issues related to diversity, demographic change, conflict transformation, lobby and advocacy;
  • Deep understanding on topics such as social cohesion, community based security, local governance, and gender peace and security;
  • Up-to-date and deep knowledge of the local conflicts in Iraq, including knowledge of Iraqi civil society;
  • Senior project management, advocacy and representation skills, including at least 5 years relevant professional experience in a conflict setting for a local or international non-profit organisation;
  • Able to work independently and responsibly under pressure, as well as a team player;
  • Native or fluency speaker of English; working knowledge of Arabic/Kurdish, excellent writing skills;
  • Diplomacy, tact, conflict-sensitivity, good communication- and representational skills;
  • Specific experience as a facilitator/trainer working with specific peace building methodologies is a bonus; 
  • Capacity and willingness to travel around in Iraq, the region, Europe and Netherlands;
  • Preferably based in Erbil or Dohuk;
  • Affinity with the work and mission of PAX.
