The protection of civilians in armed conflict is a widely shared objective, but effective ways to organize protection are few and far apart in today’s violent conflicts. PAX aims to amplify the voices and capacities of civilians in conflict to improve the effectiveness of Protection of Civilians (PoC) actors and increase the security of local communities. PAX has been engaged with religious and civil society organizations in South Sudan since 1994, collaborating with South Sudanese partners by strengthening capacity and facilitating communities to transform and mitigate violent conflict through dialogue and reconciliation, with a focus on women’s leadership.
This position is based at the PAX Country Office in Juba, South Sudan, in close coordination with the Protection of Civilians team at PAX Headquarters in Utrecht, The Netherlands. The PoC group’s main activities on South Sudan include: survey research and advocacy; training of and networking with PoC (mission) actors in-country or internationally; lobby for inclusion of people-centred PoC policy at the UN, EU and NATO Headquarters. To contribute to our existing training, research, community engagement, and advocacy efforts, coordinate field activities in South Sudan, and to support the Project Lead, we are looking for a:
Senior Project Officer Human Security Survey South Sudan

Responsibilities and tasks
The Senior Project Officer (SPO) will contribute primarily to a key initiative of the PoC department: the Human Security Survey (HSS). The HSS combines research, advocacy and community engagement efforts to amplify the voice of civilians and to improve the provision of people-centred security in conflict-affected areas. The SPO will be responsible for general coordination of project activities in South Sudan under supervision of the Country manager and in close liaison with the HSS Project Lead based in The Netherlands, dedicated managers of local partner organizations, local partners’ field staff, and local Community Security Committees or similar functioning bodies. Formally, the SPO reports to the Country manager and technically to Project Lead at PAX HQ. The SPO is also responsible for the planning and organization of field activities, will guide the preparation of data collection, conduct data collection trainings, supervise data collectors and the provision/preparation of survey data for analysis. Who are we looking for
We are looking for a highly skilled South Sudanese national, who is capable of carrying responsibilities for swift coordination and communication, including with colleagues based remotely, as well the planning and execution of field activities. The SPO is therefore a quick learner, highly organised, detail-oriented and capable of taking initiative. The SPO should have experience with general project (and budget) management and with technical aspects of conducting quantitative field research, as well as an affinity for peace, security and PoC issues. Our ideal candidate is a team player who is also capable of working independently and with limited supervision under potentially stressful conditions. This individual should have strong social skills and be able to build and maintain effective working relationships with colleagues and partner organisations remotely. The SPO should also be a capable networker, a pragmatic problem solver and be someone with a flexible nature and a good sense of humour.
