This teaching chair on Citizens Involvement in War Zones and Post-conflict Zones examines civilians' activities in war situations, with special attention for human security in situations where states and international organisations fail. Prof. Marlies Glasius has held this teaching chair at the Free University of Amsterdam since 1 January 2012.

Governments are often unable to protect their citizens. Even worse, these same governments often pose a hazard to their citizens' safety. What can the international community do to protect civilians in conflict areas? In other words: How does the international community fulfil its responsibility to protect civilians? Should civilians be protected? How does one guarantee freedom from fear? Civilians are often left to fend for themselves, to see to their own safety by fleeing, by getting organised, by focussing attention on alternatives and by resisting.

The idea of human security approaches security issues from the perspective of the individuals and communities facing a broad spectrum of security problems. The UN introduced this concept as complement to the traditional notion of security that focussed on inter-state relations.  
 


Activities and Results

Human security from below – The special IKV teaching chair focuses on human security from below. Students now examine the questions with which IKV's partners wrestle daily in areas currently or recently in conflict.
